Christian Hylton co-chairs Phillips Nizer's Land Use & Government Relations practice. His areas of expertise include oversight and direct management of all matters related to land use, zoning and economic development, as well as commercial and residential real estate. In this capacity, Christian represents property owners, developers, investors and other municipal interests interfacing with various City, State and Federal agencies, including the Board of Standard & Appeals, the City Planning Commission, the Department of Buildings, the State Department of Environmental Conservation, among others.

Additionally, Christian is a lobbyist and provides government relations counsel to not-for-profits, trade associations and social service groups.

Christian’s current practice includes large scale rezonings in Brooklyn, New York; landmarks applications in Manhattan; advising and drafting of Zoning Lot Draft Agreements; Board of Standards and Appeals variance applications; and advice and advocacy for not-for-profit organizations.

Christian previously served as Legislative Attorney and as Acting General Counsel to the Land Use Division of the New York City Council. In this capacity he advised and provided legal counsel on zoning applications, school sitings, designation of landmark and historic districts, dispositions of public property, as well as drafting legislation and position papers related to land use. Christian also directly advised the Speaker of the City Council and Council Members on land use matters.

Christian is admitted to practice in New York State, and is a member of the New York State, New York City and Brooklyn Bar Associations. He is a member of -the Screen Actors' Guild, and serves as a Board member of St. Mark’s Head Start, Brooklyn and Brooklyn Community Services where he chairs the Real Estate Committee. Christian is also a member of the Vestry at Trinity Church, Wall Street, a registered National Historic Landmark.  In December 2020, Christian was appointed as a member to the New York City Loft Board through September 2023.
