Phillips Nizer’s Land Use and Government Relations Practice Grows
Kevin B. McGrath and Boris Saks Join the New York Law Firm

NEW YORK – The New York law firm of Phillips Nizer announces the addition of Kevin B. McGrath to its Land Use and Government Relations practice.  Mr. McGrath joins the firm as a partner, bringing with him over 40 years of experience in land use, planning, zoning and real estate matters, and has significant experience in tax certiorari.  Joining Mr. McGrath is senior attorney, Boris Saks, a former colleague.  The additions of Mr. McGrath and Mr. Saks heightens the firm’s prominence in New York City land use and government relations matters as well as establishes a real estate tax certiorari practice.

Within his years of diverse experience, Mr. McGrath has amassed a following providing legal counsel to the hospitality industry, particularly restaurateurs, liquor and beverage providers.   A protégé of the late legal legend William A. Shea, Mr. McGrath has served as an advisor to both former New York Governor Hugh Carey and former New York City Mayor Abraham D. Beame.

Mr. McGrath has served as a member of various local organizations and businesses, including The Bank of New York, the New York City Convention Center, The Children’s Museum of Manhattan and Inward House.  He has served as Trustee for the Pension Fund for the Employees of Inward House for over 15 years.  Mr. McGrath is a  member of the Association of the Bar of the City of New York and the New York State Bar Association.

Boris Saks practices in all areas of real estate with particular emphasis on real estate tax certiorari, land use and zoning matters in New York City.  Mr. Saks has represented clients in proceedings before the Tax Commission, Department of Finance, Board of Standards and Appeals, Department of City Planning, Landmarks Preservation Commission and the Department of Buildings.  In addition, he has handled all types of real estate transactions, as well as various types of applications for real estate tax exemptions.  Mr. Saks is a member of, and sits on various committees for, the American Bar Association, the New York State Bar Association, the New York County Lawyers’ Association, the Association of the Bar of the City of New York and the Real Estate Tax Review Bar Association.

As land use counsel, Phillips Nizer represents clients before agencies such as the City Planning Commission, Board of Standards & Appeals and the Landmarks Commission. The firm negotiates the acquisition of city property as well as economic development incentives and real estate tax reductions. In their government relations capacity, firm attorneys advocate at the City Council and assist client with a wide range of licensing and regulatory matters.
